Paper 12 develops coherence-amplified gravity as a threefold dark-matter alternative. The amplification depends on a Jeans-like ratio, and the exponential form is selected by four criteria, including its asymptotic limits and its unique dimensionless argument. It yields a universal fixed point A* = 6.173 = 1/f_b = 1 + N_coh e^-1, with N_coh = 14.06 and f_b = 0.162 plus or minus 0.006, the measured cluster baryon fraction, distinct from the cosmic baryon-to-matter ratio. It reproduces galactic rotation curves, cluster velocity-dispersion behavior, and satellite-plane co-rotation statistics, with an effective mass yielding baryonic-mass agreement near 1.2 percent, and includes a multi-tier falsification ledger and Lambda-CDM, MOND, and SCT comparison tables.
